In a briefing on the Philippines’ second quarter economic performance on Thursday, August 30, PPP Center Executive Director Cosette Canilao told reporters that 3 projects have already been rolled out and another 5 will be opened for bidding in the second semester.

“We committed [that] 8 projects will be rolled out this year. We have already rolled out 3 and we are still positive that we will be able to meet that (the target),” Canilao said.

Status of PPPs

Canilao said the PPP Center was able to bid out the $239 million-worth PPP for School Infrastructure Project Phase I, while the $1.4 billion LRT Line 1 Cavite Extension and O&M (operations and management) and $377.5 million NAIA Expressway Phase II are undergoing pre-qualification.

She added that three PPP projects are still waiting for National Economic and Development Authority (Neda) Board approval. The Neda Board is the highest policymaking body of the Neda and is chaired by the President.

These 3 projects are the $128.3 million-worth Modernization of Philippine Orthopedic Center; $11.3 million Vaccine Self-Sufficiency Project Phase II; and the $466.8 million Cavite-Laguna Expressway.  

Canilao added that two project are also being evaluated by the Investment Coordination Committee (ICC). These are the $480.5 million NLEx-SLEx Connector and the $38.1 million O&M of Angat Hydro-Electric Powerplant Turbines 4&5.

In 2010, the Aquino government touted the PPP mode as the centerpiece of its infrastructure investments, which are meant to help fuel economic growth.

The government is aiming to roll out more PPP projects this 2012 after it awarded only one in 2011 — the Daang Hari-NLEx toll road project.

Enough funds

Canilao said the Project Development and Monitoring Facility (PDMF) still has enought funds to finance projects that need feasibility studies.

The PPP Center recently obtained addittional funds for the PDMF through a Capacity Development Tecnical Assistance (CDTA) from the Asian Development Bank (ADB) and the Australian and Canadian governments.

Canilao said that out of the additional funds from the CDTA worth around P800 million, the PPP Center has only been able to use around 10%. – Rappler.com
