MANILA, Philippines - Who are to blame for acute congestion levels and poor air quality on the roads of cities in Asia and the Pacific?

A mock trial at the 3-day Transport Forum sponsored by the Asian Development Bank aims to find out.

The mock trial runs from 4 pm to 5 pm, Tuesday, November 6.
