MANILA, Philippines – The Department of Public Works and Highways (DPWH) has prequalified Malaysia’s Alloy MTD Philippines to bid for the P34.5-billion Cavite-Laguna Expressway (Calax) project.

DPWH assistant secretary Eugenio Pipo Jr. said the firm qualified for the project after beating the deadline for submission of additional documents regarding construction and design experience.

“Alloy MTD is now qualified and has been cleared by the agency to join the bidding,” Pipo said.

The DPWH prequalified 3 groups on November 4. It gave Alloy MTD Philippines 3 days to submit documents of affiliation for contractor MTD Construction Sdn Bhd, which is owned by MTD ACPI Engineering Bhd and another affiliate company Contractor MTD Construction Philippines.

The 3 other firms that prequalified include:

  • Ayala-led Team “Orion” composed of the consortium of AC Infrastructure Holdings Corporation, Aboitiz Land Inc., and Macquarie Infrastructure Holdings (Philippines) Pte. Ltd.
  • Metro Pacific Investments Corporations’s MPCALA Holdings Inc.
  • San Miguel Corporation’s Optimal Infrastructure Development Inc.

A pre-bid conference will be held this month, to be followed by one-on-one meetings with the prequalified bidders on November 25 to 29 and December 9 to 13. Submission of bids will be on January 20, 2014.

The 47-kilometer Calax will start from the Cavitex in Kawit, Cavite and end at SLEX-Mamplasan in Biñan, Laguna. It will consist of 9 interchanges – at Kawit, Daang Hari, Governor’s Drive, Aguinaldo Highway, Silang, Sta. Rosa-Tagaytay Road, Laguna Blvd., Technopark, and a toll barrier before SLEX.

The project is DPWH’s third under the Public-Private Partnership program, the centerpiece of the Aquino administration’s development goals. The administration launched the program in 2010 with the aim of creating vital infrastructure that will sustain the country’s economic growth.
