Pangilinan-led Metro Pacific Investments Corporation (MPIC) wants the Bases Conversion Development Authority (BCDA) to speed up the implementation of a two-year-old concession agreement for the takeover of the 94-kilometer Subic-Clark-Tarlac Expressway (SCTEx).
