MANILA, Philippines – Continuing its campaign of shaming doctors who do not pay the right taxes, the Bureau of Internal Revenue (BIR) released its latest Tax Watch ad that said 3 out of 8 doctors in Cebu and Davao declared less income taxes than the average public school teacher in 2012.

According to the ad, around 36.9% or 1,931 of the 5,231 registered taxpayer doctors in Cebu and Davao declared less income taxes than the average public school teacher.

In Cebu, 52% or 1,467 of the 2,825 registered taxpayer doctors declared income taxes less than P27,360 – a starting public school teacher’s income tax. In Davao, it was 19.3% or 464 of the 2,406 registered taxpayer doctors.

The public school teacher’s income tax is based on a monthly starting salary of P18,549 or an annual pay of P222,552.

Some 1,150 doctors in Cebu and 1,307 in Davao “have no record of declaring their income tax dues in 2012.” Next to zero, the lowest income tax declared by doctors in Cebu was P24.50, while it was P19 in Davao, BIR said.

BIR’s name-and-shame campaign is aimed at increasing tax compliance of individuals, especially the professional and self-employed.

BIR earlier released a controversial ad, showing a doctor riding piggyback on a teacher. (READ: Doctors condemn ‘unfair’ BIR ad)

The ad carried the message, “When you don’t pay your taxes, you’re a burden to those who do.”

According to the Finance department, only 2 of the 176,048 doctors and dentists in the country are top taxpayers in 2012, namely, Rolando Hortaleza and Levi Labra. – Rappler.com
