MANILA, Philippines – The Department of Public Works and Highways (DPWH) has made revisions to the alignment of portions of the proposed P35.4-billion Cavite-Laguna Expressway project.

The alignment of the 47-kilometer toll road in Kawit, Silang and Amaia has been revised, said DPWH undersecretary Rafael Yabut, who is also the chairman of the bids and awards committee (BAC) for Public-Private Partnership (PPP) projects.

All 4 pre-qualified bidders have been informed about the revision through Supplemental Bid Bulletin No. 14. They also have been given copies of the drawing of the final alignment.

According to Yabut, the alignment in Kawit, Cavite was revised by moving the ramp to avoid constructing 2 adjacent road entries for the Manila-Cavite expressway (Cavitex) and for the proposed toll road.

To lessen the impact of right-of-way acquisitions, the DPWH realigned the exit and entry points in Silang and Amaia, added Yabut.

There was no impact on the length of the toll road, Yabut said. The revisions also minimally reduced the cost of the project, he added.

The 4 pre-qualified bidders were given until April 21 to submit technical and financial project proposals. They include:

  • The Ayala-led Team “Orion” composed of the consortium of AC Infrastructure Holdings Corporation, Aboitiz Land Inc., and Macquarie Infrastructure Holdings (Philippines) Pte. Ltd.
  • Metro Pacific Investments Corporations’s MPCALA Holdings Inc.
  • San Miguel Corporation’s Optimal Infrastructure Development Inc.
  • Malaysia’s Alloy MTD Philippines

The proposed Cavite-Laguna Expressway is the third PPP project to be bid out by the Aquino administration. Consiting of 9 interchanges, it would connect Cavitex to the South Luzon Expressway, to ease the commute between Cavite and Laguna. – Rappler.com
