MANILA, Philippines – In line with its water security goal, the Aquino administration will bid out this month two major water projects worth $960 million under the public private partnership (PPP) scheme.

The PPP projects under the Build Operate Transfer (BOT) Law or Republic Act 7718 include the $416.1-million New Centennial Water Source-Kaliwa Dam Project (NCWSP) and the $542.22-million Bulacan Bulk Water Supply Project (BBWSP).

“We hope to bid these out in the coming weeks,” Public-Private Partnership Center Executive Director Cosette Canilao said.

The projects were presented during the market sounding forum dubbed “Invest Water PH,” organized by the Metropolitan Waterworks and Sewerage System (MWSS) and attended by more than 200 participants from the private sector.

Water infrastructure projects, including piped water networks, are capital extensive and require sector expertise to provide excellent services to the clients, thus Canilao asked would-be investors to share thoughts and suggestions to make the projects successful.

“It is in this light that PPP is considered as a viable option in undertaking water projects. Through PPPs, private sector efficiency and technology are maximized to realize high-impact projects directly benefitting the public,” Canilao said.

Both water projects are recipients of the Project Development and Monitoring Facility (PDMF) of the PPP Center. Under the PDMF, UK-based IMC Worldwide Ltd., an international development consultancy with roots in the planning, design, and management of global infrastructure projects and its consortium partner Romulo Mabanta Buenaventura Sayoc & de los Angeles, will provide technical support for the Bulacan Bulk Water Supply project.

On the other hand, the consortium of the Rebel Group International BV made up of Puyat Jacinto & Santos (PJS Law) Allen and Overy, Crisil Risk and Infrastructure Solutions Ltd. (India) and Royal Haskoninga will provide technical assistance for the New Centennial Water Supply project.

The NCWSP project intends to augment the supply of raw water and reduce dependence on Angat Dam, helping ensure water security in Metro Manila and adjoining provinces.

NCWSP involves the construction of 600 million liters per day (MLD) dam, 2,400 MLD water conveyance tunnel, and access roads, bridges, and drainage to be used in the building of the dam.

The BBWSP project aims to supply treated bulk water to water districts in Bulacan province through the construction, operation, and maintenance of facilities for abstraction, treatment, and conveyance of treated bulk water supply; land acquisition and right-of-way access; and social, resettlement, and environmental facilities cost.

Under BBWSP, water districts may be clustered based on the most efficient technical design considering geographical location, terrain, demand, and availability of supply.

MWSS will make available 5.5 cubic meters per second (CMS) from its water rights in Angat Reservoir for the BBWSP project.

The PPP water projects are part of the MWSS’ Water Security Legacy Program, MWSS administrator Gerardo Esquivel said.

“Infrastructure is key to water security. I ask you to look at the opportunities here and view it as a chance to serve, to give life for generations to come, for water is life,” Esquivel said.

The government also presented the Angat Water Transmission improvement project (AWTIP) worth $134 million to be funded by the Asian Development Bank (ADB). – Rappler.com
