MANILA, Philippines – How much will it cost to construct a new international airport to replace the old and congested Ninoy Aquino International Airport (NAIA) in Manila?

A study conducted by the Japan International Cooperation Agency (JICA) showed the Philippines would have to shell out P436 billion.

The amount is broken down as follows: P385 billion for civil, building and utility works, and navigational equipment; and P51 billion for engineering, management and miscellaneous costs.

The new NAIA will have a capacity of 130 million passengers per year as well as 4 runways that can handle 700,000 aircraft landings and take-offs per year.

JICA said at least P359.35 billion would be needed for an independent parallel runway with a capacity of 400,000 aircraft movements per year, a main terminal as well as a low-cost carrier passenger terminal with a combined capacity of 50 million passengers per year starting 2025.

Another P76.57 billion is needed to add 3 runways with a capacity of 500,000 aircraft movements per year, and expand the main terminal as well as the LCC terminal to raise the capacity by another 80 million passengers.

JICA recommended Sangley Point in Cavite as the site for the proposed new NAIA. Reclamation worth P120 billion will be done as the new airport requires at least 2,000 hectares.

The Department of Transportation and Communications (DOTC) wants the new international airport to be operational by 2027. This will be done together with the joint development of the old NAIA and the Clark International Airport in Pampanga.

The new airport will cater to increasing air traffic. A JICA study showed that the number of passengers in Greater Capital Region would hit 106.7 million by 2040 from 31.88 million in 2012.

Diversified conglomerate San Miguel Corporation is also proposing to build a $10-billion airport over a 1,600-hectare property along the Manila-Cavite Expressway. – Rappler.com
