DUBAI, UAE – An undocumented Filipino labor activist died on Tuesday, July 28, after suffering from heat stroke inside the compound of the Philippine Overseas Labor Office-Overseas Workers Welfare Administration (POLO-OWWA) office.

Witnesses identified the victim to The Filipino Times as Alex Galano Lapore, 37, who used to work for Nexus Insurance. Lapore was also an active member of the labor group, Migrante Middle East.

A probe is already underway over Lapore’s death, whom witnesses saw collapsing around past 10 am on Tuesday in a makeshift tent.

A labor official who spoke anonymously said the CCTV video showed Lapore was wearing some kind of a cloth over his head and was seen approaching the main door of the agency when he suddenly collapsed face-down while folding the cloth he was wearing. This happened he was just about 10 meters away from the door.

OFWs and POLO-OWWA officials who were around the premises immediately rushed to his aid while a rescue unit was called.

“We can see that he was wounded on his face because he fell face down on the concrete walkway. He was unconscious when we approached him, waiting for the ambulance to arrive,” an POLO OWWA official told TFT in a phone interview.

The rescue team said Lapore already had a weak pulse when he was transported to the Rashid Hospital Emergency and Trauma Center. He was declared dead on arrival (DOA).

POLO officials headed by Assistant Labor Attaché Venus Abad, who was also present when the incident happened, have already submitted an incident report based on eyewitness accounts and the CCTV footage, to the office of the Consul General of Dubai following protocol.

PCG Dubai is said to release final report as soon as full investigation of the incident is completed.

In a text message sent to TFT, a consulate official said that as per initial information, Lapore died of heat stroke.
