MANILA, Philippines – The University of the Philippines (UP), on Wednesday, November 13, issued a memorandum allowing students from the Tacloban campus to cross-register in other UP campuses. 

UP President Alfredo Pascual asked in the urgent memorandum respective universities and colleges to accommodate students from UP Visayas-Tacloban College (UPVTC) so they can “continue studying” and “not lose” the second semester.

Pascual, however, did not specify which campuses will accommodate the transferees.

Prof Erwin Protacio, the director of UP Mindanao’s Office of Extension and Community Services, said that aside from their university, students may also cross-enroll either in UP Cebu or the UP Visayas-Miagao Campus in Iloilo.

“As long as we get the names of those interested, we will work on their enrollment immediately,” Protacio said in an e-mail to Rappler on Thursday, November 14.

Tacloban City is one of the areas badly-hit by typhoon Yolanda (Haiyan), the strongest typhoon in the world that hit land on Friday, November 8.

As of Wednesday afternoon, 696 in the city were confirmed dead, but earlier reports quoted local officials as saying the death toll  “could go up to 10,000.”

Pascual also asked university officials to temporarily wave requirements that may cause delays in transfers. These include a written permit from UPVTC. “We will address any issue that may arise from this arrangement in due course.”

As for UP Mindanao, Protacio said they are in the process of looking for foster families willing to house the transferees. “Temporarily, they [will] be housed at the dormitory if foster families are not immediately available.” 

They will work out an arrangement for the students’ transportation to Davao City, and will waive all requirements for cross-enrollment. 

On the same day as the memorandum, the Commission on Higher Education also declared an “immediate cessation of operations” in public and private higher education institutions (HEIs) heavily affected by Yolanda. (READ: CHED suspends college operations in areas hit by Yolanda)

The commission said college operations of all HEIs in Eastern Visayas, and those in severely-affected areas in Western and Central Visayas will resume next year, Jan 15, 2014. 

“[Once operations resume], they can opt to return [to UPVTC] or finish their subjects here [in UP Mindanao],” Protacio said.
