Duterte’s 1st memo circular ensures unhampered gov’t services

MANILA, Philippines – Just like the previous administration, the first memorandum circular of the Duterte administration is meant to ensure unhampered government operations and services to the people following the change in leadership.

The new administration issued Memorandum Circular No 1 on its first day in office on June 30, “in the exigency of the service and to ensure continuous and effective delivery of national government services to the people.”

MC 1 directed the following to continue serving in a holdover capacity until July 31, 2016, unless their appointments are sooner revoked, their resignations accepted, their replacements appointed, or if their reappointment had been issued:

• All government officials and employees whose appointments are coterminous with the appointing authority and whose positions are within an agency’s plantilla, except the head of agency
• Those holding positions whose terms of office have expired, unless otherwise prohibited by law and/or other government rules

Otherwise, it said, “all coterminous positions in excess of or not covered by an agency’s plantilla  are hereby considered functus officio by 12:00 noon of 30 June 2016, unless their occupants are otherwise directed by the head of agency/entity concerned to continue serving in holdover capacity until July 31.”

Outgoing officials are required to turn over their records and documents – both hard and soft copies– to their successors or the highest career official or personnel in their agencies. – Rappler.com
