MANILA, Philippines – The Department of Justice is set to issue a lookout bulletin order (LBO) against Ronnie Dayan, the former driver and bodyguard of Senator Leila de Lima, Justice Secretary Vitaliano Aguirre II said on Friday, October 7.

Aguirre told reporters in an interview that he will issue the order as  Dayan failed to appear before a House panel probing the drug trade at the New Bilibid Prison under the previous administration on Thursday.

“Yes, maglalagay ng lookout bulletin kasi hindi siya nagpakita sa House so baka siya ay saan na pumunta, umiwas sa process ng batas (Yes, I will release a lookout bulletin because he didn’t show up at the House, so might have gone somewhere already to evade the process under the law),” Aguirre said.

An LBO will allow authorities to monitor flights, travel, and the whereabouts of the subject. Those on the LBO list are required to notify the DOJ prior to leaving the country.

Witnesses presented by the DOJ at the House inquiry – mostly convicts serving life terms who were granted immunity from suit for any of their testimonies at the probe – had alleged that Dayan was De Lima’s bagman who collected money from drug operations at the Bilibid for her senatorial campaign.

The House panel had subpoenaed Dayan to appear at its hearing on Thursday but failed to show up. The committee has given Dayan 24 hours to explain his absence and will be declared in contempt if he would fail to comply.
