Afer a short introduction from Medialdea, committee vice-chairman Senator Juan Miguel Zubiri, a known ally of President Rodrigo Duterte, immediately moved to confirm Duterte’s childhood friend.

Zubiri’s motion was instantly seconded by Senator Loren Legarda, a member of the panel.
