(2nd UPDATE) The barangays with rescheduled polls are in: Cagayan, Samar, North Cotabato, Basilan, Lanao del Norte, Lanao del Sur, and Maguindanao

MANILA, Philippines (2nd UPDATE) – The Commission on Elections (Comelec) announced on Monday night, October 28, that polls did not take place in at least 90 barangays in 8 provinces.

However, in a press briefing the following day Tuesday, the poll body said that elections in 2 barangays in Turtle Islands, Tawi-Tawi actually took place, contrary to its earlier report that polls were suspended there.

Latest documents provided to the media on Tuesday also revealed that no elections were held in 9 barangays in Buldon, Maguindanao.

Comelec is still awaiting reports from Lanao del Sur, where 51 barangays have not held elections. It is also verifying reports of suspension of elections in Siasi and Parang towns in Sulu.

The elections will be rescheduled to other dates – some of them as soon as October 29-31.

Director Teopisto Elnas Jr of the Comelec Election and Barangay Affairs Department (EBAD) said during the 7 pm press briefing on Monday that most of these barangays are in the Autonomous Region in Muslim Mindanao (ARMM).

Comelec Chairman Sixto Brillantes Jr was quick to clarify that these are not considered failure of elections.

According to Commissioner Luie Guia, elections in these areas can still push through, thanks to the contingencies set up in the local level, like PNP personnel sitting as the board of election tellers (BETs).

Here is a list of places where the barangay elections will be reset to a later date:

Cagayan
12 barangays in Calayan
Reset to October 30 (for 7 barangays in Calayan island) and October 31 (for the remaining 5 barangays in Babuyan, Camiguin, and Dalapiri islands). Election paraphernalia have not arrived in the town in time for Monday’s polls due to bad weather.
Samar
3 barangays in 3 towns
Reset to October 29. This was the recommendation of the provincial election supervisor after various commotions ensued in these barangays in Gandara, Jiabong, and Sta. Margarita towns.
Lanao del Norte
1 barangay in Balo-i
Reset to October 30. In Barangay Angayen, BETs were harassed by the camp of a candidate who wanted the voting and counting to be held in another barangay. Due to continuous threats by that camp, the BETs went to the Office of the Election Officer to report the incident.
North Cotabato
12 barangays in Pikit
BETs refused and withdrew from serving for security reasons. Elections were recommended to be reset to Novermber 8.
Basilan
6 barangays in 3 towns
Reset to October 30. Affected towns are Akbar, Ungkaya Pukan, and Tabuan-Lasa, where a ballot snatching incident was earlier reported.
Lanao del Sur
51 barangays
Comelec is awaiting reports from Commissioner Al Parreño, who personally monitored the polls in ARMM on Monday.
Maguindanao
12 barangays in 3 towns
Reset to October 29 (Barangays Liong and Nabalawag in Barira, and Barangay Litayen in Parang) and October 30 (for 9 barangays in Buldon).
