In a news briefing, Palace Communications Secretary Herminio Coloma Jr said Bautista’s appointment was based on the “leadership and management” skills he displayed during his military service that ended when he turned 56 last month.

“His appointment is based…entirely based on merit and qualifications,” Coloma said.

Among the new DepEd appointees are Director IV Marilyn D. Dimaano, and Assisant Schools Division Superintendents Jenilyn Rose B. Corpuz, Edgard C. Domingo, Vilma D. Eda, Anthony H. Liobet, Gemma Q. Tacuycuy, and Clarissa G. Zamora.

Aquino also appointed Saul de Vries as Acting Director IV of the International Labor Affairs Bureau Department of Labor and Employment); Reymundo de Guzman Jr, Executive Director of the Office of Transport Cooperatives (Department of Transportation and Communications); and Arman Guzman, acting Assistant general Manager of the Philippine Ports Authority (PPA) under the DOTC.

Nancy Dingayan Quimpo was appointed as a member of the board of governors of the Philippine National Red Cross, and Laura Irynn May Padua as acting Register of Deeds IV of the Land Registration Authority under the Department of Justice (DOJ).
