NUEVA VIZCAYA, Philippines – Nueva Vizcaya Governor Ruth Padilla is facing indirect contempt complaints for allegedly failing to reinstate employees whom she “illegally” dismissed from service in 2013.

In a complaint filed on May 7, petitioners told the Civil Service Commission that Padilla continued to defy the CSC’s September 2014 order and subsequent letters of request for her to bring back into service the over 60 employees.

Padilla issued in June 2013 an executive order, removing or demoting some permanent employees from their positions. The EO noted that their appointments did not meet some specifications set by the commission itself.

The petitioners – 25 of the 60 dismissed workers – attempted to report for work, but were told by Vice Governor Efipanio Galima Jr that the governor was on leave and he, the vice governor, could not act on reinstatement order. They said Padilla was indirectly defying the CSC’s order.

“Instead of complying and heeding the letters, the Respondent (Padilla) did not comply to and implement the Decision of the Honorable Civil Service Commission and instead filed a ‘leave of absence on account of a personal travel abroad,’” the complainants said.

In their 4-page petition, the group said that the CSC regional office in Cagayan Valley had written twice to Padilla – on April 22 and 24 – for the employees’ reinstatement.

But the complainants said the governor’s office continues to defy the “lawful order.”

Petitioners also asked the commission to impose administrative sanctions on Padilla for allegedly ignoring the notices from its own office.
