DAVAO CITY, Philippines – Davao’s law and order is not all talk after all, and a number of councilors from different provinces learned it the hard way.

The Davao City Police Office (DCPO) reported that at least two councilors were apprehended and fined after committing offenses in the city while attending the national convention of the Philippine Councilor’s League (PCL).

A driver of PCL national president, actress and Parañaque Councilor Alma Moreno, was also arrested for speeding.

At around 9:30 am on Thursday, June 11, Councilor Sergio Antigua Batistis of Albuera, Leyte, was arrested in an entrapment operation, selling fake certificate of appearance and official receipts.

DCPO spokesperson PSI Milgrace Driz said Batistis was nabbed at the venue of the PCL convention, at the SMX Convention Center. He was in the act of selling a fake certificate and receipt to a police officer, who was pretending to be a councilor.

Authorities recovered from Batistis a bag, which contained more or less 28 fake certificates and P103,500 believed to be acquired from his illegal activities. He is detained at the Sta Ana police station.

Driz said another councilor was fined for violating the anti-smoking ordinance in the city, while PCL head Moreno’s driver was flagged down by traffic enforcers for going beyond the 30kph speed limit in the downtown area.

The DCPO is awaiting the reports of the local police stations for the details of the incidents.

“We will religiously implement the city ordinances for as long as you are here in our jurisdiction. As tourist and visitors, be they public officials or foreign tourists, they should abide by the regulations and policies of this city,” Driz said.

The speed limit was implemented starting in 2013 to address the alarming increase in traffic accidents in the city.

The anti-smoking ordinance was passed 13 years ago. In 2013, the city implemented a stricter and more comprehensive smoking ban, which also prohibits e-cigarettes and shishas.
