MANILA, Philippines – Tropical Storm Odette (international codename Usagi) is still a threat to north Luzon despite being almost stationary Tuesday afternoon, September 17.

Odette was spotted 815 kilometers east of Tuguegarao City (17.5°N, 130.5°E) as of 4 pm, changing little from its earlier position Tuesday morning.
