Voltaire was born in Tacloban, Leyte, and graduated with a degree in social
sciences from UP-Baguio where he served as student council chairperson. He
headed the Baguio and Benguet chapter of the National Union of Students of
the Philippines and served as the youngest secretary general of Tongtongan
Ti Umili (People's Forum), a multi-sectoral network in Metro Baguio.

Before joining Rappler, Voltz was the executive director of a consortium of
non-government organizations that promotes sustainable development and food
security. He also served as a policy advocacy specialist for various
non-profit organizations and an international environmental network,
raising awareness about a range of issues that included indigenous
knowledge systems, appropriate technology, climate change and other
development issues.

In Rappler, Voltz creates and manages platforms for public discussion,
opening avenues for citizen involvement online and on the ground.

One of the pioneers of Move.PH
, Rappler's citizen journalism arm, Voltz moves around the country
organizing the 'Social Media for Social Change' chat series. He often
covers green causes and, sometimes, red carpets. In between, he retreats to
white sand and blue seas.
