The coverage will then be expanded after two years to customers with a 750-kilowatt individual or aggregated demand.

Energy Secretary Jose Rene Almendras earlier said the open access scheme might not be fully implemented by the deadline they have set.

He said there are models that are being studied to enable a partial implementation of open access and retail competition. Almendras added they are also reviewing its details again with the ERC.

“We are asking for the declarations that are needed, the rules, and we’re working on it. We haven’t got a report yet, and we still need to interact with the group to come back with another set of recommendations. The review is being rushed now and that the results would follow soon,” Almendras said. – Rappler.com
