
MANILA, Philippines – The consultancy contract for the civil works of the Light Rail Transit Line 2 (LRT 2) east extension project will be awarded by December, according to the Department of Transportation and Communications (DOTC)
Transportation secretary Joseph Emilio Abaya said DOTC’s Bids and Awards Committee is currently evaluating the bid of the consortium of Foresight Development and Surveying Company, Soosung Engineering Company Ltd., and Korea Rail Network Authority.
The consortium submitted a bid worth P247 million, lower by over P100 million than the approved P350-million budget for the contract.
The P9.7-billion rail project involves the extension of the existing 13.8-kilometer LRT 2 that runs from Recto to Santolan. The plan is to construct a 4.14-kilometer extension eastward from the Santolan Station.
The National Economic and Development Authority (NEDA) approved the project in July 2012.
A bidding for the consultancy works was conducted February last year but it was declared a failure. Only one of the 5 interested groups was able to meet the eligibility requirements of the Procurement Law.
The consortium led by Foresight Development passed the technical proposal requirement.
Other groups that vied for the project include:
- JF Cancio & Associates in association with Development Engineering & Management Corporation, Engineering & Development Corporation of the Philippines, Filipinas Dravo Corporation, TCGI Engineers, Urban Integrated Consultants Inc., and Oriental Consultants Co. Ltd.
- Schema Konsult Inc., Pertconsult International, KE Asia Inc., DCCD Engineering Corp., Key Engineers Co., and Proconsult Inc.
- the tandem of Systra Philippines and Philipps Technical Consultants Corp.
- Science and Vision for Technology Inc. and Yooshin Engineering Corp.
The groups led by JF Cancio & Associates, Schema Consult and the tandem of Systra and Philipps filed a motion for consideration.
The project
The extension would require the construction of 2 additional stations, one at the Emerald Station in front of Robinson’s Place Metro East in Cainta Rizal and another at the Masinag Station at the Masinag Junction in Antipolo City.
The project would increase the capacity of LRT 2 to 240,000 passengers a day from the current 130,000. – Rappler.com
