MANILA, Philippines – The Transportation department has moved the opening of financial bids for the P17.5-billion Mactan-Cebu International Airport expansion project a week earlier than originally scheduled.

In a statement on Tuesday, December 10, the Department of Transportation and Communications (DOTC) said the financial bids would be opened on Thursday, December 12 after the agency fast-tracked the evaluation of the technical proposals for the airport deal. DOTC earlier scheduled the opening on December 18.

“We are expediting work on our PPPs (Public-Private Partnerships). Especially now that we are re-bidding the LRT Line 1 Cavite Extension project and preparing to bid out the Integrated Transport System project later this month,” said DOTC Spokesperson Michael Arthur Sagcal.

DOTC said the evaluation of the technical proposals for the Cebu airport would be completed by Wednesday, December 11.

All 7 prequalified bidders participated in the auction of the first airport deal under the PPP program of the Aquino administration. Launched in 2010, the program aims to create much-needed infrastructure to support the country’s economic growth.

Meanwhile, DOTC said new firms expressed interest in bidding for the LRT-1 Cavite Extension project. These include Megawide Construction and Spanish rail transport operator Globalvia.

Companies that were prequalified in August – DMCI and San Miguel – also bought bid documents.

The P65-billion project is the biggest to be bid out under PPP. This is the second bidding for the project after the first in August was declared a failure. – Rappler.com
