Daang Hari-SLEx road complete by mid-2014

MANILA Philippines – The first infrastructure project – a 4-km toll road – that the Aquino government has awarded under its flagship public-private partnership (PPP) scheme will likely be finished in about 2.5 years since Ayala Corp won it in 2011.

Speaking at a press briefing held after the Ayala Corp stockholders meeting on Friday, April 19, strategy and development group head Eric Francia said that the project should be complete by mid-2014, a few months later than expected.

So far Ayala Corp has made some preliminary work on the Daang Hari road. “We’ve started with the bridges and we’re still waiting for the final award of the right-of-way,” said Francia.

“We are hoping to start within the next few months,” he added.

The government has previously budgeted about P177.3 million for the right-of-way (ROW) claims

PPP Center Executive Director Cosette Canilao explained in a December 2012 interview that the revisions in the design of the road's second segment, and the resulting increase in costs, caused the delays in start of construction. 

Toll road

The Build-Transfer-and-Operate (BTO) project involves the construction of a new 4-km, 4-lane paved toll road that will connect the town of Bacoor in Cavite to the SLEx via Susana Heights Interchange in Muntinlupa.

SLEx is a major artery that connects Metro Manila to the provinces in the south.

The toll road will provide additional access to the growing traffic between Las Piñas and Muntinlupa and the province of Cavite, which is one of the fastest-growing areas in Metro Manila.

The project also provides a number of opportunities for synergies within the Ayala group particularly for its real estate arm, Ayala Land.  Once built, the road will cut travel time to Ayala Land’s residential and commercial projects.

The developer is behind Alabang Town Center and Ayala Alabang Village, two high end properties located near the Daang Hari road.

According to Francia, the reason they chose to bid for Daang Hari was because they needed a platform for toll roads.

“We didn’t have a presence and we knew that someday we would be bidding for the Cavite-Laguna Expressway which is strategic to Ayala Land,” he said. – Rappler.com
