Ex-Holcim exec Pecson named new PPP Center chief
Ferdinand Pecson worked as a vice president at Holcim Philippines for almost 7 years and taught at UP's mechanical engineering department for 11 years

MANILA, Philippines – A former vice president of Holcim Philippines and senior consultant of PHINMA Corporation is the new executive director of the Public-Private Partnership Center of the Philippines (PPP Center).

Ferdinand “Boyet” Pecson replaced Andre Palacios who served as the PPP Center chief for only 3 months, following the resignation of Cosette Canilao.

A look at Pecson’s LinkedIn page showed that he served as an assistant professor at the Department of Mechanical Engineering of the University of the Philippines (UP) from 1981 to 1992.

He served as a senior consultant of PHINMA for 6 years, then as vice president and plant manager of Solid Cement Corporation for 3 years. (READ: PH’s PPP thrust: Work in progress)

After his stint at Solid Cement, Pecson became the vice president at Bacnotan Consolidated Industries Incorporated for a year, and moved to PricewaterhouseCoopers LLP as a consultant.

For almost 7 years, Pecson was vice president at Holcim Philippines.

Based on information on his LinkedIn page, Pecson got his mechanical engineering degree from UP in 1981, and his doctorate in Energy Engineering also from UP in 1988. In 2000, he completed his Master of Business Administration at Northwestern University-Kellogg School of Management.

Palacios: Mission accomplished

Palacios told Rappler that he will continue to support the country’s infrastructure program.

“My term as PPP Center executive editor ended on June 30. My successor, Mr Ferdinand ‘Boyet’ Pecson, is now on board, and I have accomplished my task to help with the transition as requested by NEDA (National Economic and Development Authority) Secretary Pernia,” Palacios told Rappler via text message.

“[It was] an honor to lead the PPP Center during the closing months of the Aquino administration. I will continue to support the Philippine infrastructure program, especially the proposed PPP Act,” added Palacios, who served as technical adviser to the PPP Center from January 2015 to February 2016.

After the PPP Center, Palacios said he will “teach in UP Law starting next month, practice law, do consulting.”

“I just need to be careful about the one-year ban: (i) no interest in any transaction with PPP Center, (ii) cannot be an officer, employee or consultant of consulting firm supervised by PPP Center,” he added.

During Palacios’ last days as PPP Center chief, Socioeconomic Planning Secretary Ernesto Pernia praised him for doing “a good job” given a short period. – Rappler.com
