MANILA, Philippines – The Bureau of Local Government Finance has finally dismissed the municipal treasurer and assistant treasurer of San Sebastian in Samar, whom the Ombudsman earlier found guilty of “grave misconduct” for failing to remit P7.6 million in local government employees’ insurance premiums.

Municipal treasurer Virginia Uy and assistant municipal treasurer Pepita Mabini were found guilty along with San Sebastian Mayor Arnold Abalos, who was the subject of a separate dismissal order by the Department of the Interior and Local Government over the same case.

Abalos, however, lost his re-election bid in 2013 before the Ombudsman’s decision came out.

From 2008 to 2012, Uy, Mabini, and Abalos failed to remit to the Government Service Insurance System (GSIS) a total of P7.63 million in municipal employees’ mandatory premiums.

The outstanding compulsory premiums, personal share, government share, employees compensation, and unpaid benefits covered 40 months.

The Ombudsman said that as a result of this act, the municipal employees were deprived of their dividends in 2010, and stopped enjoying loan privileges and other GSIS services.

Under Section 46(A)(3) of the Revised Rules on Administrative Cases in the Civil Service, intentional failure or neglect to remit timely GSIS contributions constitutes grave misconduct and carries the penalty of dismissal on the first instance. – Rappler.com
