Biz execs: BSP is best-performing gov’t agency, Senate worst

MANILA, Philippines – Senior business executives polled by the Makati Business Club (MBC) have rated the Bangko Sentral ng Pilipinas (BSP) as the best-performing government agency, and the Senate – hit by the pork barrel scandal – as the worst.

The BSP garnered the highest net satisfaction score of 95.4 in MBC’s 2nd Semester Executive Outlook Survey, results of which were released Monday, August 11.

MBC executive director Peter Perfecto said the central bank was rated the best performing for “its role in helping maintain macroeconomic and financial stability in the business environment that supports sustained growth necessary for inclusive development.”

Also in the top 10 were Pagasa, the Office of the Presidential Adviser on the Peace Process and the newly organized Philippine Statistics Authority.

The MBC said these 3 agencies “made surprisingly impressive debuts in the business scorecard of government performance for the improvement in disseminating accurate weather forecasts, the successful signing of the Comprehensive Agreement on the Bangsamoro, and in the continuing effort to make the country’s statistical system more accurate and efficient.”

The MBC survey showed business executives were satisfied with 43 out of 62 government agencies and offices. Nineteen agencies, led by the Senate, received negative net satisfaction scores.

Three senators – Juan Ponce Enrile, Jinggoy Estrada and Ramon Revilla – are on trial for plunder and graft in connection with the P10-billion pork barrel scam. They are being detained at the Camp Crame headquarters.

Also tagged as worst-performing agencies were the House of Representatives, Department of Agriculture, Office of the Presidential Assistant for Rehabilitation and Recovery, lower court system, and the Philippine National Police.

Among the “most improved” or those that booked the highest jumps in rankings were the Supreme Court, Department of Public Works and Highways (DPWH), Commission on Audit, Commission on Elections, and Civil Service Commission. Except for DPWH, the 4 most improved agencies are constitutional offices.

The survey was administered via fax and online among MBC members from July 1 to 25, 2014. During the survey period, the Supreme Court announced its decision on the Disbursement Acceleration Program, which the government has since appealed; investigations on rice smuggling and hoarding began; the government peace panel met with MILF leaders in Kuala Lumpur over the draft Bangsamoro Basic Law; and Typhoon Glenda (Rammasun) crossed over Luzon, resulting in power outages and rotating brownouts.
