DOE to solicit bids for E-trikes supply and distribution

MANILA, Philippines – As it offers its electric-tricycles (E-trikes) program to a wider audience, the Department of Energy (DOE) will start soliciting bids for their supply and distribution.

The new E-trike package would now include local government units, academe, tourism growth areas, subdivisions and villages, and industrial, commercial, and residential enclaves.

A pre-bid conference is scheduled on December 15. Thereafter, the agency will start issuing bid documents, DOE Undersecretary Donato D. Marcos said.

Marcos said the agency is waiting for an NOL (No Objection Letter) from the Asian Development Bank (ADB) for the bidding.

The submission deadline and opening has also been moved to Thursday, January 15, from the original January 5 deadline, Marcos added, after which the bids would be evaluated.

“Once awarded, DOE will set 3 months to deliver the 1,200 E-trikes and then the remaining, within 6 months,” Marcos said.

The bid award is expected within the first half of 2015.

Key stakeholders like ADB, the Land Bank of the Philippines (LBP), the Board of Investments (BOI), and the Land Transportation Office (LTO) are supporting DOE’s E-trike program.

Landbank will serve as the main financial conduit.
