DPWH to bid out P123-B Laguna road, dike project by yearend
MPIC and Ayala Corporation have expressed interest in the Aquino administration's biggest PPP project

MANILA, Philippines – The Department of Public Works and Highways (DPWH) is set to bid out the P123-billion Laguna Lakeshore Expressway Dike Project before the end of 2014.

The Aquino administration’s biggest Public-Private Partnership (PPP) project aims to mitigate flooding, improve transportation and traffic flow in the area, and provide new opportunities for business and livelihood.

DPWH Secretary Rogelio Singson said project construction would start late next year and be completed by 2021.

The project was approved by the National Economic and Development Authority (NEDA) board last June 19.

Metro Pacific Investments Corporation (MPIC) and Ayala Corporation have expressed interest in the project, which will be bid out under the Build-Operate-Transfer (BOT) Law.

The project involves the construction of a 47-kilometer flood control dike to prevent flooding in coastal towns along the lake, particularly in southern Metro Manila and Laguna.

Once completed, the dike will protect more than 200,000 families or around a million Filipinos living in low-lying areas. More than 5,000 commercial establishments will also be protected from the yearly flooding brought about by heavy rains during the monsoon season.

To ease traffic congestion along the Muntinlupa City and Calamba City area, a 6-lane expressway starting from Taguig and ending in Los Baños will also be constructed. The expressway will run on a mainly off-shore alignment 500 meters away from the lake’s western shoreline.

About 700 hectares west of the dike will also be reclaimed. The area will be allotted for the development of a business and residential district. – Rappler.com
