MANILA, Philippines (3rd UPDATE) – The Bangko Sentral ng Pilipinas (BSP) advised the public on Friday, November 6 that only selected bank branches in Metro Manila may be open on November 18 and 19, inclusive dates during the four-day Asia Pacific Economic Cooperation (APEC) summit.

As such, “the public is advised to check with their respective banks as to what branches will be open during these days,” BSP said.

BSP said that banks in the National Capital Region (NCR) will operate on a “business as usual” mode on November 17 and 20, except for foreign exchange/swap transactions.

November 18 and 19 were earlier declared as special non-working days via Proclamation No 1072 (series of 2015) issued in July.

National government workers in Metro Manila will also have two additional days off from work, as November 17 and 20 were also declared non-working days for government officials in the NCR, Malacañang said via Memorandum Circular 84. (READ: More non-working days for gov’t employees during APEC)

The country, which is hosting APEC this year, will accommodate heads of states and business leaders from the organization’s member economies for the following:

• November 16 to 18 – APEC CEO Summit
• November 17 – APEC SME Summit
• November 18 – ABAC Dialogue with Leaders
• November 18 to 19 – APEC Economic Leaders’ Meeting

Dates to remember

For bank branches located in areas outside Metro Manila (AOMM), BSP said they will operate on a “business as usual mode” from November 17 and 20, except on the 18th and 19th.

For clearing and settlement of checks, the Philippine Clearing House Corporation (PCHC) will operate on November 17 and 20 to accept and process checks sent for clearing by banks. BSP said that check deposits received by banks, whether located within or outside NCR on November 17 (if received within cut-off) are considered deposits on that same day. 

“Check deposits received by banks located in AOMM and some open branches in NCR on November 18 and 19 will be considered deposits received on November 20,” BSP said.  

The public is also assured that all banks have been reminded to ensure availability of cash in their Automated Teller Machines (ATMs) during the APEC summit.

Bank of the Philippine Islands (BPI)

Branches of BPI and BPI Family Savings Bank in NCR will be closed on Wednesday, November 18 and Thursday, November 19, the bank said on Thursday, November 12.

“Our NCR branches will be open to serve the public as usual on Friday, November 20,” it added.

The bank advised its clients that they may transact as usual using the banks’ ATM, Internet, mobile, and phone banking channels (89-100) during the APEC holidays.

China Bank

In response to its clients’ demands, China Bank has decided to open the following branches:

Selected branches of EastWest Bank will be open on November 18 and 19, the bank said on Thursday, November 12.

Regular banking hours will be 9:00 am – 5:00 pm for all branches located outside of NCR and not covered by the APEC holiday.

“EastWest’s over 500 ATMs will be operational round-the-clock. Customers may check  balances, pay bills, and transfer funds 24/7 through EastWest’s online banking facility,” the bank said.

EastWest will temporarily postpone its foreign exchange and bond/government securities trading and resume them after the APEC meetings.

PSBank

Philippine Savings Bank (PSBank), the thrift bank of the Metrobank Group, said in a statement Thursday, November 5 that all its Metro Manila branches will be closed on November 18 and 19.

PSBank said its provincial branches will be open to serve clients and all 610 ATMs nationwide will be online.

PSBank Online – its Internet banking platform – and PSBank Mobile “will be available for clients’ banking transactions,”  the bank said.

PSBank also shared the following schedules for its select facilities:

• Payroll – All payroll crediting scheduled on November 18 and 19 will proceed.
• Automatic Debit Agreement – Accounts with due dates on the said holidays will be debited on the next banking day, November 20. Payments will be valued on its original due date. No penalties will be charged.
• Check clearing and settlement – Facility will be suspended on November 18 and 19.
  Processing of checks will resume on November 20. No penalties will be charged for checks, dated November 18 and 19, intended for PSBank loan payments.

Philippine Veterans Bank (PVB)

PVB branches in NCR are closed on November 18 and 19.

Security Bank

Selected Security Bank branches in Metro Manila will be on November 18 to 19, while all branches will be open on Friday, November 20. For inquiries, call (+63 2) 88-791-8
