MANILA, Philippines – The Department of Public Works and Highways (DPWH) has moved the deadline for the submission of qualification documents for the P34.2-billion Cavite-Laguna Expressway (CALAx) project for another month.

The DPWH in a special bid bulletin said that the submission was moved to October 23 upon the request of prospective bidders.

“In response to the requests of several  for more time to prepare the qualification documents and in light of then recently  revised instruction to prospective bidders, the  qualification documents submission date is moved from September 23, 2013 to October 23, 2013,” the bulletin said.

At the sidelines of the Philippine economic briefing on Tuesday, September 17, Public Private Partnership Executive Director Cosette Canilao said almost all of those that bought the prequalification bid documents asked for the submission to be deferred.

Canilao said prospective bidders want more time to look for partners  to form a consortium to bid for the project.

“Based on request of those who bought the bid documents. They’re forming  their own groups. They want more time to form their own consortium group members to put together the pre-qualification documents,” she noted.

Delays

The CALAX project, which will connect the Manila-Cavite Expressway (CAVITEx) and South Luzon Expressway (SLEx), will be among the 3rd big ticket infrastructure the Aquino government planned to pursue in 2013.

The go-signal to proceed with the bidding already took a long time. Changes in the length of and financing schemes for the road project, as well as the succeeding efforts to reduce cost are the main reasons for the delay in finalizing the terms of the project.
