MANILA, Philippines – Time is running out for property developer Ayala Land Inc. to submit a bid for a bayside reclamation project in Pasay City.
Because of this, the company said it is assessing all its options, which may include seeking a temporary restraining order (TRO) from court, after the Pasay government denied its request for 60 more days to present a proposal.
The Pasay government is giving other companies until only Monday, November 4 to challenge the unsolicited offer of SM Land Inc. to reclaim 300 hectares of Manila Bay.
In a press briefing on Thursday, October 31, Ayala Land chief operating officer Bobby Dy said the company is mapping out its next steps. “When you file for a TRO, there’s got to be basis,” he noted.
An immediate option is to file a motion for reconsideration before the Pasay government.
Dy said Ayala Land needs more time to craft a thorough financial and technical plan for the reclamation project. He added the company doesn’t only plan to reclaim land, but also develop it.
He announced they purchased the bid documents after the Pasay government clarified the cost. Pasay officials said the bid documents cost only P150,000, not P5 million.

“We are quite disappointed with this development,” he told reporters.
He stressed extending the deadline will encourage more bidders to participate. He said this was usually the case in Public-Private Partnership biddings his group joined.
“In many cases, we have actually seen them extend the deadline of submission to allow the bidders adequate time to submit a proposal that will meet both the technical and financial requirements of the government,” he explained. – Rappler.com
