DOTC taps consultant for NAIA 1 renovation

MANILA, Philippines – The lowest bidder for the consultancy services involving the renovation of what was dubbed as “world’s worst airport” may now start working, the Transportation department said.

Department of Transportation and Communications (DOTC) Secretary Joseph Emilio Abaya said in a press conference that it has tapped TCGI Engineers for the consultancy and management services of the Ninoy Aquino International Airport Terminal 1 (NAIA 1) rehabilitation project. He said the company complied with requirements of the consultancy contract.

“There is a lowest complying bidder but it is not yet awarded. We are working with the Office of the President and the Department of Budget and Management to get a release of the funds,” Abaya noted.

DOTC asked the company to commence its work while waiting for the funds to be released.

TCGI Engineers’ P34-million bid was the lowest among bidders, which included DCCD Engineering Corporation and Phil JAC Inc. DOTC set a budget of P38.7 million for the consultancy contract.

Meanwhile, P1.2 billion was allotted by Malacañang for NAIA 1’s structural and aesthetical renovation.

The amount will be spent as follows:

• P500 million for the terminal facility’s aesthetics and interior design
• P300 million for the construction of rapid exit taxiway
• P20 million for the rehabilitation of the terminal’s 72 toilet facilties including lavatories, urinals and water closets, as well as amenities.

The rehabilitation of NAIA 1 complements the upgrade of NAIA 3, both of which are aimed to be completed in time for the Asia Pacific Economic Cooperation (APEC) ministerial meetings. The Philippines will host the APEC Summit in 2015.

Abaya also noted that NAIA 1 is handling almost double its original capacity. It was designed to accommodate only 4.5 million passengers, but is currently handling over 8 million.

Abaya said earlier the NAIA1 rehabilitation will ensure that the facility will be “earthquake-proof and wouldn’t collapse or endanger lives.” It is set to be completed in 2014. – Rappler.com
