BCDA opens bids for SCTEX lot

MANILA, Philippines – The Bases Conversion and Development Authority (BCDA) is inviting groups to bid for the long-term lease of a two-hectare lot along the Tarlac portion of the 94-kilometer Subic-Clark-Tarlac Expressway (SCTEX).

BCDA President Arnel Paciano Casanova said the BCDA is soliciting bids for the long-term lease and development of the two-hectare portion of the SCTEX Macangcung Service Area. The lease term for the lot is 25 years, and will be renewable for an additional 25 years.

The development of the property involves establishing, operating, and maintaining a gasoline station on the site, along with amenities such as rest rooms, parking slots, an emergency first-aid station, a lighting system, potable water, an emergency vehicle repairs shop, and convenience stores.

The SCTEX Macangcung Service Area lot is in Brgy. Santiago, Concepcion, Tarlac. The lot is at the Clark-bound or northbound direction of the Clark-Tarlac segment.

Nena Radoc, BCDA chairperson of the Asset Disposition Committee, said the minimum starting annual fixed lease would be P3,500,000 beginning on the 5th year. The lease would be subject to a 5% annual escalation and would have a rent-free period for the first 4 years.

Once a contract is signed, the winning bidder shall submit to the BCDA a security deposit equivalent to the winning bid. It shall also put up a surety bond with a face value of P7 million.

Interested bidders can purchase the Terms of Reference for a non-refundable fee of P50,000, payable to the BCDA in manager’s check from February 21 to March 7, 2014 at the BCDA Corporate Center, 2nd Floor Bonifacio Technology Center, 31st corner 2nd Avenue, Bonifacio Global City. The TOR may also be viewed in the BCDA website at www.bcda.gov.ph.

Radoc also said a pre-bid conference – in which the property, TOR, and inquiries from interested bidders would be addressed – would be held on March 7, 10 am at the BCDA Corporate Center. – Rappler.com
