MANILA, Philippines – The Chamber of Automotive Manufacturers of the Philippines Incorporated (CAMPI) is urging the Land Transportation Office (LTO) to release plates recently made available as the government implements the “no registration, no travel” policy effective Wednesday, April 1.

“We hope LTO can release plates made available recently, in time for the policy’s implementation,” said CAMPI President Rommel Gutierrez.

Dealers are claiming plates for newly-sold vehicles and those pertaining to previous months, he added.

He also said dealers have been cooperating with the LTO in improving registration procedures but both have their own internal processes to improve.

“It’s a joint effort to make this policy work,” Gutierrez said.

This was the response of CAMPI to Department of Transportation and Communications (DOTC) Secretary Joseph Emilio Abaya’s pronouncement that all license plates for new motor vehicles became available upon the issuance of registration documents as early as February 13, 2015.

Abaya reiterated, at the onset of the new policy, that enough time had been given to motorists to follow the law.

The policy has since come under fire from various groups.

Metropolitan Manila Development Authority (MMDA) Chairman Francis Tolentino said the policy was unfair to drivers whose dealers had not turned over the new license plates that LTO issued through them.

Car owners were not at fault and should not be penalized, he added.

It was the agency’s “inefficiency in the past” that caused the delay in the release of license plates, Manila Vice Mayor Isko Moreno said in a statement.

Absence of vehicle plates

In the absence of vehicle plates, the LTO said it is advising new owners to obtain proof from dealers that the process has been started.

For transparency purposes, the DOTC has also published a list of auto dealers who have started the process of registration.

“We are opening the list to the public in order to help new vehicle owners identify where their plates may be,” Abaya said in a statement.

The list covers only 4-wheeled vehicles registered in the National Capital Region (NCR).

“We advise new motor vehicle owners who have yet to receive their license plates to ask their dealers to furnish them with proof of registration application,” LTO chief Alfonso Tan Jr said.
