MANILA, Philippines – The 10 pm high tide in Metro Manila on Monday, December 8, will aggravate the impact of Typhoon Ruby (Hagupit), state weather bureau PAGASA assistant director Jun Dalida explained to Rappler Monday morning, December 8.

The high tide coincides with the time the eye of Typhoon Ruby will come closest to the country’s capital, between 8 pm and 10 pm. Typhoon Alert Warning Signal number 2 has been raised over the Metro. 

National Disaster Risk Reduction and Management Council (NDRRMC) chief Alexander Pama warned of “possible flooding” as early as Monday afternoon. 

“Lalo na po doon sa lugar na posibleng bahain, magmatyag na at kung kaya rin lang, lumikas na muna sa waterways at sa mga areas traditionally binabaha. Kung hindi lalakas ang ulan, salamat,” Pama said in a  Monday morning briefing. (Especially in flood-prone areas, monitor closely, and if able to, those living near waterways and areas that usually get flooded should evacuate. If it doesn’t rain hard, thank you.)

Pama assured the public that the Metro Manila mayors led by the Metro Manila Development Authority are ready. 

The same drill of preparations and response mechanisms put in place for Eastern Visayas before Ruby made landfall were activiated for every province in Ruby’s path, he said. 

“Samantalang nag-re-relief operations tayo doon sa nadaanan na ni Ruby, sinusundan natin ang ating mga aktibidades. Mag-uumpisa naman tayo sa Masbate. Pinaghahandaan po natin ang Mindoro, Southern Tagalog at Southern Manila,” Pama said. (While we’re conducting relief operations in areas where Ruby has passed, we’re following our activities. We’ll be starting with Masbate. We’re getting ready for Mindoro, Southern Tagalog and Southern Manila.)
