The House passed its version of the 2021 General Appropriations Bill on October 16, amid a power struggle at the lower chamber, and transmitted it to Senate nearly two weeks later.

The Duterte administration wants a P4.5 trillion budget for 2021. As dictated by the Constitution, the education sector should have the largest budget allocation. The proposed education budget for 2021 amounts to P800 billion.

Next to education, Duterte’s Build Build Build or infrastructure program is poised to get P748 billion. 

Duterte’s priorities in 2021 include defense and public order. Under the proposed budget, the budget for defense and public order amounts to almost P519 billion. 

Despite the coronavirus pandemic, the health department has been allotted only P212 billion for next year.

MovePH, Rappler’s civic engagement arm, and the Institute of Leadership, Empowerment and Democracy (iLEAD) teamed up to organize #BudgetWatch, a webinar series aiming to engage the public in demanding that lawmakers craft a budget that fully supports the fight against the negative impact of the pandemic on the country.

The sixth episode of the #BudgetWatch webinar, which will happen on November 20 at 10 am, will tackle the General Appropriations Bill and dissect how the government plans to prioritize the development of sectors in the country, based on their budgets.

Robert Sanders Jr, a policy researcher in iLEAD, will provide the organization’s analysis of the 2021 GAB.

We are going to be joined by the following panelists in our roundtable discussion:

  • Anna Luna, tsecretary-general of Samahan ng Nagkakaisang Pamilya ng Pantawid (SNPP)
  • James Francis Miradora, co-convenor of Aral Pilipinas
  • Josua Mata, co-convenor of labor coalition Nagkaisa
  • Ken Abante, policy researcher at the Ateneo de Manila University and a former chief of staff for the strategy, economics, and results group at the Department of Finance
  • Marita Rodriguez, executive director of NGOs for Fisheries Reform
  • Tanya Quijano, a development worker and researcher
