Torrential, non-stop rain submerge 60-80% of the capital and surrounding areas.  The floods affected 1.23 million people, 850,000 of whom needed to be rescued, according to the National Disaster Risk Reduction and Management Council. Nearly 250,000 are in makeshift evacuation centers.  At least 20 people are dead, including 9 who died during a landslide which happened after continuous rain weakened the foundation of 2 houses in Quezon City. This is now the most rainfall that has hit the capital over a continuous period of time, beating once record levels set by typhoon Ondoy in 2009.
