Authorities and rescue workers are dealing with unprecedented water levels in rivers and dams.  At 3 am Thursday, the government called for a forced evacuation in Marikina after the river hit life-threatening levels.  In Pangasinan, at least 15 barangays or villages in Mangatarem town are now under water while 67 others were affected by flash floods caused partly by the release of water from San Roque Dam in San Manuel town. The Municipal Disaster Risk Reduction Management Council of Mangatarem said up to 10,000 people were affected.
