Kalinga province tops ‘No Bio’ list

One-fifth (20.86 %) of registered voters in Kalinga have no biometrics, putting the province at the top of the Comelec’s list of areas, which have the highest number of voters without biometrics. Seven areas in the list’s top 10 are found in Mindanao. Others in the top 5 are Cotabato City (19.81 %), San Juan City (18.08 %) in Metro Manila, Davao City (16.75 %), and the province of Palawan (16.58 %). If data for voters with incomplete biometrics were included, Cotabato City and Isabela City would place first and second overall. The two cities are considered special provinces by the Comelec. Composed of the voter’s digital fingerprints, photograph, and signature, the biometrics data need to be submitted by voters so they could vote in 2016 and in future polls. This is a requirement set by Republic Act 10367.
