The Bureau of Customs released its revised rules and regulations on the importation of balikbayan boxes on September 2, in compliance with the directive of the President Benigno Aquino III to stop physical inspections on balikbayan boxes. Before this, Customs Commissioner Alberto Lina came under fire from overseas Filipino workers and their families for his “reminder” that balikbayan boxes could be opened at random if they are suspected of carrying prohibited items or of being used in smuggling activities. Instead of arbitrary physical inspection, the boxes “shall undergo mandatory X-ray scanning,” the customs order read. But in case a balikbayan box is placed under alert, it will be subjected to 100% physical examination at the authorized examination area in the presence of representatives from various agencies.
