MANILA, Philippines (UPDATED) – Two companies that are allegedly dummies of Vice President Jejomar Binay placed bids to provide security and janitorial services for the Makati city government in an open bidding conference on Monday, September 7.

Omni Security Investigation proposed contract prices for 13 out of the 15 city infrastructure projects seeking for a new security services provider from September to December 2015. Of the 13, Omni was the lone bidder for 4.

Meanwhile, Corporate Solutions Manpower and General Services Incorporated placed bids for all 9 city infrastructure projects that need janitorial services from September to December 2015 as well. Corporate Solution was also the sole bidder to render janitorial services to various city health centers and lying-in clinics.

According to Makati bids and awards committee (BAC) chairperson Danilo Villas, all companies had equal chances to participate in the bidding conference.

Open bidding po ito. Nakita ‘nyo kung paano [‘yung] naging proseso. (This is an open bidding. You’ve seen how the process went today). Our responsibility is to proceed with the process as long as we comply with the requirements of RA 9184,” he told Rappler.

Villas said the BAC technical working group has the next 7 working days to assess the submitted documents to determine if all the bidders are qualified.
