MANILA, Philippines – While conceding that Philippines benefitted from hosting the Asia-Pacific Economic Cooperation (APEC) summit, Vice President Jejomar Binay said he was dismayed by the government’s lack of preparation on Metro Manila traffic on the week of the key regional meeting.
