MANILA, Philippines (UPDATED) – A senior police official whose claim to fame was an infamous outburst against the country’s top cop is now regional director of the newly-created Negros Island Region (NIR).

Chief Superintendent Conrad Capa officially assumed his new post as officer-in-charge of the brand-new Police Regional Office (PRO) 18 on Monday, November 30. PRO 18 is the newest regional office in the Philippine National Police (PNP), following the creation of the NIR earlier this year.

Present during the “soft launch” of the new regional office inside Camp Alfredo Montelibano in Bacolod City was PNP chief Director General Ricardo Marquez. PRO 18 will have supervision of Negros Occidental, Negros Oriental, and Bacolod City, according to the PNP.

Speaking before police officials in Bacolod City, Marquez reiterated his earlier marching orders about police presence. “I’d like to see more people (policemen) on the streets, and less people in the headquarters,” he said. 

The newly-established PRO 18 has yet to find a new headquarters, nor does it have enough man power and equipment. Marquez said the formal inauguration of the new regional office would happen on December 12. 

Capa, who graduated from the Philippine Military Academy (PMA) Class of 1985, said he would focus on eradicating illegal drugs and intensifying Oplan Lambat Sibat, the PNP’s anti-criminality campaign. 

The one-star police generally was only told of his new position last week, he told Rappler in a phone interview. 

Joining Capa in the new police regional office are Deputy Regional Director for Administration Senior Superintendent Valrie Tabian, Deputy Regional Director for Operations Senior Superintendent Leonardo Cesneres, and Regional Chief of Directorial Staff Senior Superintendent Mariano Natuel. 

Prior to his new post, Capa was Executive Officer of the Directorate for Integrated Police Operations-Visayas after working at the Cebu Provincial Police Office.

In early 2014, Capa, then a Senior Superintendent, was head of “Task Force Tugis,” a special group formed to hunt down the PNP’s most wanted. In March last year, Capa led his team in the arrest of businessman Delfin Lee.
