MANILA, Philippines – The Commission on Appointments received on Monday, September 3, the appointment papers of new Interior and Local Government Secretary Manuel “Mar” Roxas II.

Roberto Paloma of the CA’s Data Bank and Library Service told Rappler that his office got Roxas’ papers from Malacañang at 11:21 am Monday.

Paloma said there is no notice yet on when the Commission will take up Roxas’ confirmation. He said the CA has yet to receive the appointment papers of Roxas’ replacement in the Department of Transportation and Communications (DOTC), Cavite Rep Joseph Emilio “Jun” Abaya.

Paloma said Roxas will now have to submit the required documents for his confirmation like Statements of Assets, Liabilities and Net Worth, curriculum vitae, and income tax returns, etc.

In a text message, CA member Senator Franklin Drilon told Rappler, “If he (Roxas) can comply with all the documentary requirements by September 11, the CA can confirm him by September 19.” 

President Benigno Aquino III has called on the CA to fast-track the confirmation of Roxas and Abaya.

Last week, Aquino explained that the two will not be able to assume their post until they are confirmed because Congress is in session. The President said that if Congress were not in session, Roxas and Abaya can take over if he appoints them on an ad interim basis.

“But Congress is in session now so they cannot assume on an ad interim basis. The Constitution says the Commission on Appointments has to confirm so that is why we are asking the CA to act post-haste on the nominations of both gentlemen,” said Aquino.

CA leaders like Senate President Juan Ponce Enrile and Drilon have assured the Palace that they will immediately facilitate the confirmation of Roxas and Abaya.

Prior to their confirmation, Roxas already introduced Abaya to DOTC employees this morning. The DILG is also ready to help Roxas transition to the department.
