Defense Secretary Delfin Lorenzana's statement comes after Communications Secretary Martin Andanar says curfews will 'certainly' be implemented in Davao City, Sulu, and Basilan

DAVAO CITY, Philippines – A curfew will not be implemented in any part of the country under the “state of lawlessness” declared by President Rodrigo Duterte, said Defense Secretary Delfin Lorenzana.

“No curfew will be implemented,” Lorenzana told Rappler on Sunday morning, September 4, hours after the end of a late-night meeting with Duterte at Matina Enclaves. (READ: What’s a ‘state of lawlessness’?)

Aside from Lorenzana, the meeting was attended by National Security Adviser Hermogenes Esperon Jr, Philippine National Police chief Director General Ronald dela Rosa, Armed Forces of the Philippines chief General Ricardo Visaya, Executive Secretary Salvador Medialdea, and other Cabinet secretaries.

Lorenzana’s statement comes after Communications Secretary Martin Andanar said in an ANC interview on Saturday, September 3, that a curfew would be implemented in parts of Mindanao.

“I don’t have the declaration in front of me right now, but certainly there would be curfews in Mindanao, especially in Davao, in the Sulu [province], and Basilan,” said Andanar.

Despite the security meeting on Saturday, the government has yet to issue a written document officially declaring the state of lawlessness, its parameters, and implementing guidelines. The release of such a document was promised by Communications Assistant Secretary Queenie Rodulfo to media.

This leaves the public confused on what the state of lawlessness really entails and for how long it will be implemented. (READ: How ‘state of lawlessness’ was miscommunicated)

Duterte, who made a verbal declaration hours after the blast, only said it would result in increased police and military visibility in public areas and more checkpoints.

But Lorenzana himself does not know when the document will be released.

“I don’t know when but for the moment, according to law experts, the President’s public declaration would suffice,” he said.

Duterte declared a state of lawlessness following a Davao City explosion at a night market that killed 14 people and wounded over 60 others. (For updates on the Davao blast, check Rappler’s live blog) – Rappler.com
