Cagayan State U ordered to return P27M yearend bonuses

TUGUEGARAO CITY, Philippines – All officials and employees of Cagayan State University were ordered to return the P40,000 year-end incentive they received in 2014.

In a memorandum issued on Tuesday, August 30, CSU officer-in-charge president Mariden Cauilan said the Commission on Audit (COA) had already issued its Notice of Finality of Decision (NFD) last August 1.

In a 2015 report, state auditors discovered the year-end incentives given to all casual and regular employees amounting to P27,039,516 were sourced from tuition and other charges under the Special Budget Fund (SBF) and classified as Maintenance and Operating Expenses.

COA said in its report that CSU “should refrain from granting incentives out of the income from tuition fees and other charges.”

“You are hereby compelled to pay immediately the amount to the University Cashier,” Cauilan said.

She added that if officials and employees fail to pay the total amount, their salaries for the next month would be withheld.

“Moreover, the amount…you received individually from the University as a yearend incentive…will be recorded in our book of accounts as receivable disallowances or charges pending the receipt of your payment,” she said. – Rappler.com
