Cagayan de Oro Police director Ronnie Cariaga says it is better that the NBI investigate the kidnapping of Enrique Fernandez III 'to prevent perception of cover-up since this involves police from COCPO'

CAGAYAN DE ORO CITY, Philippines – Police Director Ronnie Francis Cariaga, chief of the Cagayan de Oro City Police Office (COCPO), advised the parents of Enrique Fernandez III to file complaints against their son’s suspected police kidnappers in an effort to prevent a whitewashed investigation perception.

On October 23, 2016, Fernandez was manhandled, dragged into a car and kidnapped by Senior Insp. Ereneo Ramirez, Police Officer 3 Alejandro Ubanan, Senior Police Officer (SPO) 2 Jojo Lim, SPO1 Alaindelon Tacubao, and PO2 Sangkula Hussein. They are members of the Crimes Against Person and Property Desk of the COCPO.

They also took Fernandez’s XRM motorcycle. 

Fernandez came out of an electronic bingo establishment in Upper Balulang when the police, led by Ramirez, kidnapped him.

The Fernandez family first reported the incident to the police on October 23 at the Carmen Police Station, just a few blocks from the COCPO headquarters.

Cariaga said they helped the family and even brought the police officers for questioning before they were put on a preventive suspension and were assigned to the regional police headquarters’ holding office before being arrested by the National Bureau of Investigation for kidnapping and carnapping.

Cariaga said it is better that the NBI investigate “to prevent perception of cover-up since this involves police from COCPO.”

The NBI is also looking for 3more people likely involved in the kidnapping. “They may be accomplice to the crime,” Hans Barbaso, acting assistant regional director of NBI-10, said.

Based on CCTV recordings, Barbaso added they have identified police “assets” Rolando Udasco, a certain Boy Guevarra, and one still unidentified person.

The 3 will also be charged with kidnapping for participation through conspiracy.

The 5 suspects underwent inquest proceedings last Wednesday at the NBI regional headquarters.

“They did not execute a waiver, so we are not waiting for the result of the inquest resolution from the prosecution; it now depends on the fiscal’s findings,” Barbaso added.

The suspects will remain in NBI’s custody until a commitment order is issued for the suspects’ transfer to the Lumbia City Jail. – Rappler.com
