DILG Secretary Mar Roxas ordered the filing of administrative charges against Arvin Vinluan, local government operations officer of the DILG in Region IV-A (Calabarzon).

According to witness Conrado Asprer, also an MMDA aide who was with victim Jonard Jeramil, Vinluan was called out by Jeramil for jaywalking but Vinluan ignored him and took a commuter van instead.

Jeramil refused to let the violation pass, so he asked the van driver to stop.

Vinluan then came out of the van and confronted Jeramil. The two got into an argument that included Vinluan punching Jeramil’s face and shoving him. The incident, which happened on España, Manila, was caught on CCTV.
