Speaking to media on Wednesday, August 30, Alvarez said the impeachment complaint filed against Commission on Elections (Comelec) chairman Andres Bautista is “being processed” by the committee on justice, to check if it has adequate form and substance.

A verified impeachment complaint endorsed by at least 3 legislators was filed against the embattled Bautista on August 23, for supposedly failing his job on two instances. First, his failure to prevent and his proper response to the breach of Comelec data last year; and second, for allegedly failing to be truthful in his Statement of Assets, Liabilities, and Net Worth (SALN).

In early August, a group led by supporters of President Rodrigo Duterte, filed an impeachment complaint against Supreme Court Chief Justice Maria Lourdes Sereno. This complaint, however, was not endorsed by any lawmaker.

Another impeachment complaint against Sereno is expected to be filed by lawyer Larry Gadon. This time, lawmakers are expected to endorse it, as confirmed by Alvarez himself.

The High Court later allowed the release of documents to both Gadon and the groups who wanted Sereno impeached.

The last time the Philippines saw an impeachment unfold was in 2012, during the trial of then Supreme Court chief justice Renato Corona. He was found guilty and eventually removed from office for failing to disclose certain properties in his SALN.

Both Sereno and Bautista are appointees of Duterte’s predecessor, Benigno Aquino III. Sereno’s was appointed in 2012 and is not set to retire until July 2030, when she reaches the mandatory retirement age of 70. Bautista, meanwhile, was appointed in 2015 and is schedule to step down from the post in February 2022.
