Rappler Talk: Federalism in PH – what Duterte’s party is proposing
MANILA, Philippines – PDP-Laban, the party of President Rodrigo Duterte, has presented to Congress a draft constitution that will govern the Philippines under a federal system of government. Some of the governance experts, who gave inputs to the proposal, have been threshing out details and revisions with 4 technical working groups at the House of Representatives in the past two weeks.
What exactly is the administration proposing? What changes can we expect in terms of the powers and responsibilities of the national and local governments? If given autonomy, how will regions, which are currently non-economically viable, be funded? How will the shift affect the bureaucracy? Do we have enough time to transition before Duterte’s term ends? How much does the public know of this proposed major change?
Rappler speaks to Jonathan Malaya, executive director of PDP-Laban Federalism Institute, who has stirred the party research here and abroad, the consultations with experts, and the nationwide information campaign on federalism.
